Is there a way to make certain setting preferences permanent unless user decides to change them. For example, I would love to turn off the tutorial now that I know how to work the software. It pops up each time I launch the software. Also, I prefer to have symbols turned off. I have to turn them off on every design I setup rather than have them set to off for good.
Curious, if once a user selects their preferred settings if they can be saved for each use and design.

Good news, both of those are meant to be permanent, app-wide settings, not per-design ones. They live in the Preferences menu in the top menu bar (next to File and Tools). Everything in that menu is saved globally and applies to every design you open from then on, including Show Symbols. You should only ever have to turn it off once.
So if you're having to switch symbols off on every new pattern, that's a bug rather than how it's designed to work, and I'd like to track it down. Two quick questions:
Which platform are you on, Windows, Mac, iPad, or Android?
When you turn symbols off, are you using the Show Symbols toggle in the Preferences menu, or turning them off somewhere else (like the thread/color list)?
For the tutorial: it's supposed to appear only on first launch and then never again once you've finished or closed it. If it keeps coming back every time you launch, that's also not expected. Try running through it once via Help → Show Tutorial and clicking Get Started on the final step (rather than closing it with the X or force-quitting the app), that's what marks it as done. If it still returns on the next launch, let me know and I'll get a fix into the next update. You can always re-run the tour later from Help → Show Tutorial, so turning it off costs you nothing.
